CONSTANTINOPLE, Sept. 25. Negotiations are proceeding betweeu Russia and Turkey for a definite treaty of peace, confirming the indemnity, regnlating commercial relations. LONDON, September 23. The British Mission to Cabul left Ptshawar on Saturday. The Ameer's commanding officer, at the Kyber Pass, forcibly prevented the mission from proceeding, and it returned to Peshawar. The situation is considered serious. A portion of the Cyprus garrison is withdrawn, owing to sickness. SINGAPORE, Sept. 23. The compulsory withdrawal of the British Mission to Peshawar is confirmed.
