The Postal Parcel System is to be introduced nex.t month, Savings Banks m schools ate to be encouraged, and pass books and papers are be distributed iv schools nex t month. Ths Literary Institutution and Public Libaries Bill is a useful measure and paovides for a rate of not more than a penny to be levied where the Act is qrought into force by petition of the vote of a majority of any distict, and for appropriation m aid 'by the General Assembly. *
