The Governor's speech, Avliich we published m our last issue, foreshaddows the Government policy more nearly than Governor's speeches are wont to do, and, perhaps, for the reason that ministers know that the measures proposed are m iull accord with popular feeling, and that they themselves have a quite sufficient majority m the House to put them safely through. Be this as it may, the public wiil be glad to see that ] the ministry have declared theinselvos prepared to go on with the several liberal and progressive measures, the promise of which during the recess, like charity, covered a multitude of sins. The native' policy of the Government, is indeed the most important matler, directly to the one and indirectly to the other Island, is the first subject touched upon, and the most fully entered into. Here we have a direct statement of what before was only incidentally alluded to, or left indeed m great measure to be surmised, that m return for concessions made on our part the natives were prepared to allow the North. Island trunk railway to be extended through the Ngabimauiapoto country from Waikato to Taranaki, and to dispose of blocks of land for settlement along the course of the line. A concession such as this on the part of the natives, means something more than the mere granting us facilities for direct trausil and communication between the north aud south portions of the North Island. It meaus the breaking up of the King movement and that position of isolation which the great bulk of these natives have held for years past. It means the placing out of question for all time to come the possibility of any native disturbance which could oven temporarily embarrass the colony, and shake our

It me us tli- extension of E ir)p^ v settlement and it re.il tany-iolj incteuseU valuo laid on oven' acre of land m ho' h Inlands All this it means and m ;ro., and we are thnrefore all the more surprised to learn that the Otago members, though favourable to the work of constructing 1 this railway should make it a sine qua nan that the cjst must come from land and not from loan, and that it has been found uecessar/ to form a ca'ieus '.»f Auckland, Tapauaki, aud Wellington member.* to press on the matter. Such a work, let the cost be what it might, should be only too irladly entered upon by the Assembly. Its cost is the insurance whicli the wholo colon}' may bn fairly called upon to contribute to for the purpose of preserving- us from a state of- things which has been felt for a generation past, from Oape Maria Van Dieman to the Bluff. By our telegrams of Ust night, it would seem that the Taraimki members are playing fast J and loose m the matter — the very ' last section of tho House which should obstruct a work, which above all measures is calculated to j ensure the present and future ptosperity of their district. Of the future of the session it is impossible to predicate. The unexpected is that which always happens m politics as m other matters, and time alone will show, as the work of Parliament opens out, whether the present session, as it yet promises, will be one of reasonable length devoted to the practical business of the country, or lengthened out into an unprofitable and wasteful disputation, as on too many former occasions.
