WHY LORD DERBY RESIGNED. (SPECIA.L TO PAESS AGENCY".)' LONDON, July 18. The House of Lords was crowded to hear the Premier's statement of the results of the Congress. He said that Turkey remained compact and powerful. Earl Crranville and the Earl of Derby challenged the policy of England regarding Cyprus and the defence of Turkey, Lord S ilisbury rindicated it. Hazard and Caldecott, woolb okers, have failed for half-a--million. Their colonial liabilities are large.
[rbuter's special cablegrams.] LONDON, July 19. la the House of Lords the Earl of Derby declared that he tendered his resignation of his seat m the Cabinet m consequence of the resolution of Ministers that a secret expedition, consisting of Indian troops, should sail for Cyprus aud occupy a position on the Syrian coast under any circumstances. Lord flatly denied the statement. The Earl of Derby reaffirmed it The Earl of Beaconsfield, m vindicating- the provisions of the Berlin Treaty, said that England's insisting on wresting Bitoum and Kars from JELussin woald certainly have entailed w\r, and that the object to be gained would" not have justified such a result. England took Cyprus instead of Syria or Egypt, to avoid offending France. There is great excitement m Italy at the result of the Congress. July 17. It has been decided to erect a college at Cambridge University to the memory of the late Bishop Selwyn. LONDON , July 20. LordHar tington gave uotice of motion m the House of Commons complimenting Congress m having succeeded m securing European peace, but regretting the incomplete settlement of the Greek claims, and the undefined responsibility incurred by Ministers without the consent of Parliament. The next wool sales commence on August 20th. all arrivals to that date wil! be admitted. Total bales then available will probably be 300,000. Prices at present without noticeable alteration. The Treasurer is prosecuting a Londou chemist for having- sold extensively violet powder m which arsenic is the principal ingredient by the use of which, the lives of several children were sacrificed. C'e>patra's Needle was moved from Westminster to the Adelphi Pier, the preparations being made for la ml ing and erecting it on the Thames Embankment. ♦ —
