Ministers have confirmed the conclusion of the treaty with Turkey regarding Cyprus, the occupation of which continues while Russia l'etains Batouro, Ardahan, and Kars. The Turks promise reforms. Sir Garnet Woleey is appointed Governor. The Press approves mainly of what has been done. The ' Daily News ' condemns it. BERLIN, July 9. Gortschfikoff has no objection to the transfer of Cyprus to England. The greater part of the Continental Press are opposed to it. LONDON, July 9. The British flag has beeu hoisted at Cyprus. Three regiments embark for Cyprus immediately. The Austrian. French, and Italian Governments generally approve of England's treaty with Turkey. It has been informally, mentioned to Congress.
