The European Congress have agreed to maintain the treaty stipulations, prohibiting the passage of the Dardanelles by , foreign war vessels ; to cede Batoum to Russia, and to make Batoum a free port. Concerning Greece, it is proposed that the boundary be extended by Larissa and Salambria to the River Kalamos, near Corfu.
The decision of the Congress dissatisfies everybody. The London Conservative journals and party papers have vigorously attacked it.
The Austrian occupation of Bosnia and Herzegovina is postponed till August.
Russia restores to Turkey Bayazid and the valley of Alashgerd.
