WAIKATO COUNTS COUNCIL.

lx our issue of last, we reported that portion ot the proceedings of the Waikato Council havincv reference to the motions of Crs. Clarke and Cuniming to alter the repiesentatioa of the Cambridge and

Kirikiriroa ridings fend disfranchise and abolish the riding of Tatuahere, we now complete the report which want of apace prevented us doing on Saturday.

The -minutes of the May meetinghaving- been read, Or Claike objected to the porjbion of them which contained Cr. Cumining's notice of motion. He stated that the motion .as read was not what Cr. Cum mi tighad given notice of, but one prepared by the clerk, he admitted that a practice of this kind had been followed but it was very objectionablw and irregular. Crs. should on all occasions give their . resolutions in writing, and not leave to the clerk duties which they ought to perform. Cr. Cumiriing denied that there was any material difference between the motion as read, and the notice which he had given in. Council at the previous meeting-, he had net put it in writing, it had not been the practice to do so, the Clerk in this instance had simply done what he had been requested to do as in every instance before.

The minutes as read were con-, firmed and signed by the Chairman; Cr. Wliyte moved and Cr. L.-slie seconded a resolution to have all future motions made in Council in writing, and filed by the Clerk for reference Agreed to.

Cr. Leslie moved that no Cr speak more than once to a question except the mover who may be allowed to reply. Seconded by Cr. Cumming, and carried

It was resolved that Ihe first business to bo proceeded with would be the division among ridino-s of the _ grant of £2,222 4a ° Gd, received from the Government accordingly Cr. Olark moved that the sum of .=£6oo be appropriated towards the reconstruction of the Wangamarino Bridge, and that a further sum of iUOO be also voted to the Hangiriii district to meet other coutino-incies and that the balance of £1522 4s 6d be divided among the other ridings pro raid based upon the amount ot rates collected to the 31sb March, 1878. Cr Kirkwood seconded the mo. tion.

Cr Whyte objee'ed to the basis, upon which Or Clark proposed to make the division. The grant was made to the Provincial District of Auckland daring the last session of Parliament, and although Jate in being- paid by the Government was strictly rsvenuo belonging- to the years 1877-8. To make the rates collected to March last, would be to treat the grant as revenue for 1878.-9. The proper basis of distribution would be rates collected to 31sfc March, 1877. Cr. Camming said he thought Cr. Clark's proposition a fair one; and the motion having been put was carried. On the motion of Or. Gall, seconded by Cr. Leslie, it was resolved that Vne ordinary meeting be now adjourned, and the business of the special meeting peoceeded with, which was accordingly done. On resuming there were present: Ur. Claude (in the chair), Crs. dimming, Gall, Kirkwood, and Whyte.

Cr. Gumming having, in reading his motion in the afternoon omitted the words " And the representation altered by allotting to Cambridge three members; Kirikiriroa, three members ; and Rangariri, one member," went through the form of moving again de novo, to prevent the posibility ot objection being taken on account of the omission

Cr. Whyte having seconded, the motion was carried.

Cr. Whyte moved that an engineer be employed to divide the Tamahere Riding into two portions, as nearly equal as practicable, commenecing at the mouth of the Mangaone Greek and bearing generally east, but following the boundary of allotments as nearly as possible, such line to be the boundary line between the Cambridge and Kirikiriroa Hidings. Seconded by Or. Gall and carried.

The. business of the SDecial meeting having been conducted, the Council proceeded with the ordinary business':—

With regard to the Swamp Road, or rather that portion of it between Mr Coates' farm and Hamilton East, Or. Whyte stated that, iu consequence of representations made to him, he had visited the work done by Messrs Rysdale and Wilson, and found it generally b id. The direction in which the road had been laid out, he thought, was not the best that might have been taken, and the arrangement for carrying off the drainage was defective, ft was resolved that a sum of ,£2O be expended under the superintendence of Crs. Whyte and Cumming to remedy defects and improve the work.

A letter was read from the Chairman of the Cambridge Highway District Board requesting further aid from the Councii in the making of the Cambridge and Piako Roach The Clerk was desired to inform Mr Rnncimann that as the Ore. representing the Cambridge Riding had been empowered to expenu the money appropriated to their riding it would thsrefore be necessary to confer with theci on the matter of further assistance.

It was resolved that unless pressing business required it, that the Council would not be called together again until 12th August, when Cr. Cumming's motion will be submitted for confirmation in accordance with law. A telegram from Mr James Stewart (iu reply to one from the Chairman) was read, stating that the plan ami specifications for the new Whangamaritio bridge had been delayed by increasing Government business,, and that they would be forwarded as early as possible. Cr. Gall reported that he had a conversation with one of the Kailway Commissioners relative to the Ohiuiwai Station, near fiangiriri, and he had been requested to communicate with Mr Macdonald, with a view to obtain its removal to a more convenient position to the main road. The Clerk was instructed to write accordingly. Licenses to slaughter cattle were grauted to Mr E. Swayne, and B. Garland of Cambridge, aud .ft. Ralph of Huntly. These are now the only licenstd butchers in the Waikato County, the others having failed to apply for renewals, will have to look out for Sergeant MoGovern and Detective Doolan.
