GREAT BRITAIN AND THE CONGRESS.
LONDON, June 7. The Chancellor of the Exchequer, m reply to a question, said the British Plenipotentiaries at tne Congress will be instructed by the Cabinet, which will decide all queations on their"- collective responsibility, and that nothing bo submitted to Parliament until the conclusion of the Congress* Mr Layawi, Ambassador at Constantinople, has been created Civil Grand Cross of Jbhe Bath.
