LONDON, Jane 7. The Crown Prince has been proclaimed to act for the Emperor daring his incapacity, with "no title. The Socialist leaders repudiate mobilising. Many arrests were made. .Lord Salisbury promises fo direct attention to the Armenians. Lord Northcote has referred ti> the^ despatches of Lord Salisbury, indicating the policy at the Congress.
