7. It shall be lawful .for any Justice of the Peace, Inspector of Police, Inspector of Slaughter-houses, or constable duly authorised, jn writing by a councillor or the Town Clerk, to enter at any time any slaughterhouse, or place so licensed, as aforesaid, within the Borough, where there shall be| cause to suspect that stolen cattlo have been, or are tibout tp be slaughtered, and to make such searcli^and'enquiry as may seom ncosnry for the discovery of the offence and; the offender. r ' 8. Every person licensed to slaughter cattle within the Borough shall keep a book m the form of the Schedule B, wherein he shall enter all cattle slaughtered m his licensed house or place, showing the date of slaughter, the name of the person from whoui'pui'cliased, the sex> apparent age, colour, and brands ; and every person who shall slaughter cattle without making such entries shall forfeit and pay for each omission a sum not exceeding Five pounds. . " 9. Every keeper of a licensed slaughter-house shall transmit weekly to the Inspector of Slaughterhouses a report m writing, containing the particulars above stated, and shall produce such book, for the information of any Justice or duly authorised constable whenever he shall be required : And if any such keeper of a licensed slaughter-house, or place for slaughtering cattle, shall neglect or fail to keep such book or recard, or shall refuse to produce such book or record to any Justice or duly authorised constable, or who shall fail, neglect, or refuse to send such report to tho Inspector of Slaughter-houses, as above directed, he shall for every such offence, forfeit and pay a sum not exceeding Fire pounds. 10. That nothing hereinbefore contained shall extend tp any person or persons slaughtering at his or her own residence or farm cattle for his or her own use. 11. It shall be lawful for any Justice of the Peace or authorised constable to demand the skin of any horned or neat cattle or sheep that may have been slaughtered within one month previous to the date of such demand, or a full and satisfactory account to whom such skin hasl been sold, or m what manner disposed of 3 and any person who, upon such deniand,,shall refuse, or neglect to produce^the skins of any cattlo that have been slaughtered, or m case the same cannot be produced, to give a full and satisfactory account of how and m what manner the same have been disposed of, fthall, on conviction, forfeit and pay for every such offence, a sum not exceeding Five pounds. ..„....'•" V ,■ \ 12- And if y any person shall cut out or burn, or otherwise-destrby, deiace, or obliterate any brand or earmark which shall have been on any skin, or shall beia possession .of, or. shall purchase any such skin from which the brand shall have^been cut Orl^ned/Qr^otherwis^^troyedi or defaced, without being able to give a satisfactory account thereof,- every sucli.,persoh shall, upoii^ conviction o^, every such offence, forfeit and pay a sum not, exceeding Tir6 pouiidflf J f / *'V .££'/? -Q :" "/ :| . .//■ '' 13. It shall be lawful for the Borough Council, from time to time, as occasion may require, to fir a scale of Fees, to be levied, collected, and received from every psrson or persons who shall take out a licenss for a private slaughter-house, or place for slaughtering oattle, and such scale of fees, from time to, time, to alter, vary, and mo|dify; and such fees shall be recoverable m a summary manner by the Borough uouncil, their olerk, or any collector for the time being, duly appointed or authorised by the said Council : Provided always that the amount of fees so to be fixed, as aforesaid, shall mno oase exceed the sums herein* after mentioned, viz, :— . For every ram, wethar, ewe, lamb, boar, sow, or pig— Fourpence. For every bull, Bteer, oow, or heifer— One shilling and sixpence; And shall, upon every alteration, be forthwith published m the Waikato Times newspaper. 14. It shall be lawful for the Borough Council, if they shall see occasion to do so, to presoribe the hours within which any suoh cattle shall be slaughtered, and to enforce any regulations so to be made m that behalf by a penalty not exceeding Five pounds. . ; 15. All fees payable to the Borough Council under the authority of these By-laws shall be accounted for and paid to the Treasurer of the Borough Council for the public U3e of the said Borough, and for the support of the government thereof. . 16. All fines and penalties imposed under the authority of these By-laws shall be recoverable m a summary way. 17. For the purposes of theae By-laws, the word " cattle " (unless otherwise expressly stated) shall be taken to Include horned or neat cattle, sheep, goats, and swine; and the Borough Council may ba represented m any proceedings taken under thess By-laws by the Mayor, or the Clerk for the time being.
