LONDON, March 21. The Emperor of Russia refuses to reduuet he demanded from Turkey. OFFICIAL TEXT OF THE TKEATY OF FEaOE. (reuter's special telegrams.) LONDOiN, March 21. The /Times' has published a summary of the official text of the Treaty of *»eaoe. It consists of 26 articles, which agree in substance with recent versions. The war indemnity is 1,410,000,000 roubles ; 1,100,000,000 to be accepted iu the shape of territory, leaving payment, of 300,000,000 roubles subject to arrangement. March 22. Earl Derby has stated that the Government had not demanded admission of : ' Greece to Congress on the same footing as guaranteeing powers, bat hiitl only aswed for a hearing. He also said that Kussia had not replied to England's request regarding submission of the whole of the peace conditions to Congress. Uuless Russia were willing to submit, them, he thought it would bo better Miat there should be no Congress.
