WAR VOTE IN HUNGARY.
RUSSIAN TROOPS MOVING ON CONSTANTINOPLE. [reuter's special cablegrams.] LONDON, March 12. The Hungarian Delegation have agreed to grant sixty million of florins for war purposes. The Russian troops are marching on Constantinople. The Chancellor of the Exchequer, m replying to a question, stated .that the Government had information that Russian troops wero orfifying Bulair, but later advices showed they were still distant twelve 'miles from it.
