All the Powers have accepted seats at the Congress of tbe European Powers. England demands a Commission on the affairs of Greece. Anti-Russian meetings have been held m Hyde Park. Mr Gladstone retires from the representation of Greenwich at the next elections. A change m the Ministry at Quebec has taken place. Mr Jolly is Premier. A steamer has been burned at Cape Elia, when 500 Circassians perished. The Brindisi mails have arrived.
