It is stated that a bill to reform the Legislative Council is being drafted, snd that it is proposed to make it the first measure to be brought before the Assembly when if meets on February 5. Should -he Council reject the measure an appeal will be tna.'e to the country on fhe ground that the Council reuses sell-improvement.
