The long-looked-for proclamation — declaring the township of East Hamilton and Wesi Hamiltou a borough within the Municipal Corporation Act, 18?0— has been at last gazetted. The following telegram was received on Thursday by Mr A. Cox, the member tor Wai, a : — Government Buildings, December 27, 1877. To A. Cox, Esq. - Proclamation of Hamilton Municipality signed on 24th inst. "Will be Gazetted this day. Ameltps M. Smith. Tke days of the East and West township are numbered, ' and henceforth the inhabitants wll be uuited ! as the burgesses of the town ot Hamiltou. And ihe change co es most seasonably at a time when, b) ihe grant ol £3,000 from tne Assembly, tho burgesses will be enabled to make both townships oue — not merely m name, but m moi — by the erection of a snbtsntial bridge across the river. £6,000 or £7,000, at the utmost, will be ample for the purpose, and the new borough will have iitile difficulty m at once procuring the otner £3,000 er £4,000 necessary to complete tbe work. As a permauent arrange ment, the interest and sinking !uud may be made a charge "npon the bridge tolls, which will be more than sufficient for the piu^o*-, and without pledging ihe rate.>, the town will have its valuable reserves as soon as handed over to it, as further security, it necessary: The? c reserves may be very > arge y utilised to -increase the revenue ol the new borough^ foi'i if (offered for lease by. tender, they wxnild realise a*conßiderable annual rental. The Act provides that, pou any district being constituted a borough, the | Governor shall set the machinery m motion by the appointment ot a Town Clerk, who shall at once make up the burgess roll, as near y as may bo accordii g to the provisionof tho Act, from any list of rate payers liable to be rated upon property m the district included m ihe borough, and the rolls thus made up will be used until a fresh roil is made, as provided by the Act. In the case of the brst election ot councillors, the Governor will appoint a Returning Officer and th> days on which tho elections of Mayor, Councillors, apd.- Auditor.-, will be held. The day, also, for the first meeting of the Council will be fixed hy the Governor. Boroughs will >'!_isißt of oivided and undivided boroughs— ihat is boroughs all m one w. rd, or divided into time, four, five, or six w-irels. The forraor will be represented by nine councillors, exclusive of the Mayor. 11, howev -r, at thp request of not loss than one-fourth of the burgesses,- the Governor has divided the borongh m ward, tbe number of which must not be less than three or more than six, there will be three councillors for each ward, exclusive also of the l\l»yor. Tbe latter functionary is elected not by ihe Council, or necessariy from the Council, but by the hurgesses, from any duly qualified burgess on the roll. After the first extraordinary election of councillors, the annual election to fi 1 up the vacancies, caused by one-third the Council tfoing «nt of office, will take place on ihe second Thursday m September m each year. The officer* ot ihe Council, as provided oy clause 102, and which the Council m.iy at any time a, point, remove, or re-appoint, are a treasurer, town clerk, surveyor, and collectors, an i alt such other officers and servants as it may deem necessary for carry in£ out ihe provisions of tho Act, aud may pay such persons such salaries and a lowances as it thinks fii, but no Councillor shall be capable of ho ding any such office, though one person may hold two or more of them. The subject, however, is too long for notice m a single issue, and w. nhali take an early opportunity of returning to it and discussing the question of borough funds, rates, loans, and other matters of general interest.
