Ihe new Act wili be incorporated with and reau with the Counties Aot, and provides .Hat contracts shall be made m tin -uame of the County C'ouucil, anu ior convening special meetings oi uon-working Councils. It permits .ne' Conuoil.from time to time to vote such reasonable sums as it may iiiiuk fit to defray the travelling expenses of councillors coming frou. a distance. It piovides for the exclusion of strangers when the Council sits m committee of the whole Council j the appointment oi executive committees, and tht ountei-signa ure of cheque.. There is, also, a clause which renders h om,mlsory on the Ciiairmaa oi every Koad Board io give _.uoh m ;'ormatioh to the Council as may be i equisite to enable such Council tv carry into effect any of the provisions of thn Counties Aot, and t j pro. •uce all books, papers, and documents under a penalty not exceeding £5 foi refusing to do so. i Here are tout three clauses to tbt ..mene-men-. Special loans borrowed under che 139 h clause of the' Counties Act, must not exceed four times the otal amount, which may nave been or may be ieyied m the year, when >uch sum is borrowed by ali the Koad Boarder within such county. In the matter of over-drafts it is p ovtded that« while any Council v which the whole of the Act is m operation may, before any monies have been paid into the County fuud, anticipate its current revenue by way of bank over-draft , A he amount of such over* tuft, shall not exceed the total Jnrount of the receipts of all the i*.dad JJoar funds duritig the year, ■uding the 3 1st March previous, ot including any grant or subsidy torn Government, borrowed monies, •i' monies received for separate
