PANIC IN RUSSIA . TERRIBLE MORTALITY IN > RUSSIAN ARMY. REPRESSION OP OUTRAGES BY BAStfl-BAZOCTKS. [Per as. Rang irooma at the Bluff.] It is stated iu a telegram, dated Cracow, September 21, that a general panic has been produced in Russia by the last war news, and that the peasauts are filing into the forests for fear of fresh enlistment, Tnere is a general feeling of hostility to the Government. The Russian army are said to have lost 62,000 by disease since entering Turkey Their sanitary arrangements are described by all correspondents to be as bad as possible. Mr Layard, military attache with Sulieman Pasha's army, his died at Kasanlik, and been buried with military honours. Several of the Turkish com man. ders are taking stringent measures to repress outrages by the Circassians and Basha-Buzjuks. The commanders at Silistria has five hundred of them working in chains.

One of the largest fires in the East of London that has taken, place for some years occurred on the 24th September, at some oil and colour manufactures, Millwall, The loss was very great. Fourteen land besides three water eugines were brought into requisition, and over 1,000 firemeu were preseut.

The crews ot the British fleet in jgosika Bay has been undergoing a co urse of military drill for defending the ships against torpedoes. The Admiralty has ordered thirty torpedo-boats from Mes rs Thoneycraft's yard at Chiswick.
