DOTENCB OP CONSTANTINOPLB.—The German General, Blun, who is m the employment of the Turkish Government at Constantinople, and the English Colonel, Hume, of the Turkish Engineer Depatment, have settled upon a plan for defending the Turkish Capital, m the event of a participation by the British Grovernment.
