[From Oar Special Corraspandent.] GOVERNMENT BUILDINGS. Wellington, last night. THE WAITOA KATE CASE. A Caucus of Auckland Members, held at two o'clock, was largely attended. The object was, to consider Judge Gillies recent decision, invalidating Hoad Board transactions, on the ground of technical omission from the proclamation creating them of the words, ' With advice and by consent of Executive.' The Caucus agreed to support a bill to validate the constitution of such boards. The Government promises facilities for passiug the bill through all its stageß. EVENING "SITTING. Last night. CHARITABLE INSTITUTIONS BILL When the House resumed, Dr Wallis said the bill wag full of imperfactions. It might all be ckar to gentlemen or the Government benches versed in technicalities bub it was not clear to him. What was proposed in reference to hospitals and institutions for the cure of disease was impracticable. He thought tbe country was fust comiDg to the adoption ot a Poor Laws system. They were already taxed for that object. Tbe Act proposed to throw the burden upon the benevolent and to exempt gentlemen who had vote3. On that gronnd he would oppose the bill. The best put of the bill was that concerning destitute children, he thought that if a bill termed an Industrial School Bill had been brought forward it would have passed, « but the bill now before them was too ambitious, There was no reference in the bill to drunkard*, [t should have contained a reference to 'alien drunkard*, tlio grant qu-soioa a«iSatating the country.
