WAIPA COUNTY COUNCIL.
MEETING AT OHAUPO.
On Monday there was a full meeting of Councillors. Mr E. FitzPatrick took his seat for the riding of Newcastle. :
Papers and documents m connection with the Council were handed iv from Major Wilson, with a note pf apology for his absence on the occasion.
It was proposed by Cr Germann, and seconded by Cr FitzPatrick, thab Cr J D Hill take the chair. '
The minutes of the last special meeting were read and confirmed.
OBJECTION TO MINUTES.
On the proposal that the minutes of the last general meetiug be confirmed, Cr Hammond made the following formal objection, m writing: — "That after the resignation of M&jor Wilson as Chairman and Councillor, at the last General Meet? ing of the Couucil, the meeting lapsed, and the subsequent proceeding's were irregular and informal, and contrary to the provisions and spirit of the Act, which provides that all meetings of the Council shall be presided over' by a Chairman, Major Wilson having no standing m the Council after his resignation as Councillor, could nob preside. I, therefore, object to any of the proceedings or minutes being confirmed or authorised by the Council, after the resignation heretofore mentioned. — R. W. Hammond."
Cr Germ-tun then proposed and Cr Mandeno seconded a; resolution that the minutes of the general mee'iug be confirmed.
Cr Fisher spoke m favor of confirming tho minutes.
Cr Hay then lodged an objection against the minutes, to the .ffe.jD that a resolution contained therein had not been seconded by him m the form m which it now stood m the minute book.
The question that the minutes be confirmed was then put. For the motion : Crs Germann, FitzPatrick, Fisher, Mandeno. Against : Crs Hay and Hammond.
THE RANGIAOHIA REPRESENTATION,
It transpired m conversation, that m consequence of the omission of the publication of an advertisement required by the Act m the matter of the Rangiaohia representation the matter would have to ba commenced de novo.
An objection was at this sbage raised by Cr liay that Mr E FitzPatrick was not a member of the Couucil, haviug been illegally elected, no seat having been vacant ab tho time of his election, and the Returning Officer having been illegally appointed.
ELECTION OF CHAIRMAN.
Cr Germain then moved, and Cr Hay seconded that Cr J D Hill be elected Chairman of che Council.. — Carried unanimously.
THE EXECUTION,
Proposed by Cr Germann, and seconded by Cr FitzPatrick that "this Council is of opinion that such part of the Counties Act as is mentioned m the 3rd Shcdnle be not brought into operation." To this, an amendment was proposed by Cr Hammond, and seconded by Cr Fisher— "that the a.cb be brought into operation m its entirety." - The amendment was lost and the original motion carried by the following division. For " hauging up the Act": Crs Mandeno, Geruiauu, HtzPatrick. Against it : Crs Hay, Hamm nd, and Fi her. The Chairman gavj his casting vote a ainst tho amendment and for the orij.ina motion.
A'-PORTIONMENT OP SUBSIDIES. Cr Hammond then ptopoted, and Cr Fisl er seconded a lesoluiion — " That the sub idei comiugfrom the Gmsral (Joveru. mt- 1 1 be apportioned )o the several Highway Biards pro rata, according to the amounts raised m rates by the respective boards."
Cr Hammond said, he thought ib was

SPECIAL' MEETING.
...A requisition, sigued by Councillors :Fisher, Hay, and ' Hainoaond, addressed* to the Chairman; was then handed m asking that a special meeting be called <for the 7th of May, for the 1 purpose of considering the desirability of rescinding the resolution passed^y the Council, the resolution then toi be considered being to ithe, effect, . I.That; this ; Council is of. .opinion, that such part, of the Counties Act, 1876, as. are mentioned m the 3rd schedule, shall come into force."
The meeting. then separated.
