The European powers have virtually abandoned the proposals which have been rejected by the representatives of the Porte, except that which relates to the appointment of an International Corn* mission The Porte remains obdurate. The statement that the German Delegate has expressed an opinisn chat further- concessions towards Turkey was impossible, is officially denied. - The Marquis of Salisbury has communicated with the British Government as to the final prospects of the negotiations on the part of the Conference. TJie Envoys insisted upon governors of provinces being subject to the approval, of the powers for xh.o next five years, but agreed to substitute a mixed European and other commission for the proposed International Commission. It waß understood that unless those terms were accepted, all the Delegates would leave Stamboul and return to their respective countries. The Turkish Delegates replied that they thought it impossible that the terms , ■could be accepted, but they would refer to their Government for an authoritative reply. Time to do this was granted, and the Council has, been convoked to decide upon the .matter. It is expected thai an answer will be given on Tuesday,
