The Porte has submitted counter proposals. THE CONFERENCE AND THEIR i - PROGRAMME. The Envoys met under the presidency of General Igriatieff, and decided te adhere to their original programme. TURKEY DECLINES THE OCCUPAS ION OF HER TERRITORY. The Conference afterwards met, when Lord Salisbury announced the resolution of the Turkish delegates, declining to discuss the question of a mixed inter national commission, to be protected by a corp3 of foreign gens d'armes, or the exteation of Servia. THS sPOKTIE-TO GIVE EINAL ANSWER The Envoys asked the Turkish delegates if theri refusal was to be considered absolute. They promised to refer to the Porte, and give a final answer on Thursday.
