London, December 18. The * St. Peternburgh Herald ' states the neutral occupation of Bulgaria as the utmost limit of .Russia's concession. The Porte rejects all proposals for foreign occupation of Bulgaria or auy other '1 urkish Province, and is pushing on the equipment of its army. At the Conference, General Ignatieff told Lord Salisbury that Russia would accept the terms of the occupation ot Servia or Bulgaria. The suggestion has been forwarded to the English Government, who have not yet replied.
