TO THE ELECTORS OF THE HAMILTON RIDING, COUNTY OF WAIKATO.

|^< ENTLEMEN, -The Nomination ot VX last Saturday haying brought definitely before you tho names of the Candidates for Election to tho County Council, I deem it incumbent upon myself, as one of those soliciting your suffrages, to place before you my views upon certain important questions whioh, at the first meeting of the Council, will be brought before the Councillors for their consideration. I conceive it to be the duty of ell those who solicit the confidence of the public to announce in an open and i straightforward manner the grounds upon whioh such solicitation is. based, and I feel assured that such a course will always ensure the support of any Britinh oommunity in preference to the dangerous reserTe which leaTes the public in the dark as to the intentions of those to whom they are asked to commit their dearest and most highly valued privileges. In the first place, then, I shall giTe my most cordial co-operation in carrying out the provisions of the Counties Aofc, and the other measures incorporated with it. I perceive, indeed, a great want of practical consideration of the necessities of tho 1 people, and an almost equal lack of the prorision of proper machinery for giving effect to its clauses, but I am convinced that the great leap of Abolition having once become an accomplished fact, it behoves us to use our most strenuous exertions to mould our future institutions in accordance with the wishes and the genius of the people of this great Colony. I shall expect that, in course of time, the Road Boards will beoome absorbed in the Counties. I should certainly be opposed to their immediate abolition. There can be no doubt that unlil the perplexity whicli at present darkens the political horizon be cleared away, we shall do well to adhere to any old landmarks of the constitution which may guide us in the conduct of our public business, and that the Road Boards hare well and faithfully discharged the trust oom mil ted to them, there cannot be a shadow of doubt. The change should, therefore, be effected gradually, and with great caution. In conclusion, 1 shall, if returned, persistently adrocate a fair and just distribution throughout the County of the funds at the disposal of the Councl, undeterred by tbe jealousies of a petty localism, and uninfluenced by the meanacet or solicitations of the powerful or the wealthy.
