THURSDAY AUGUST 17, IS7(»

The political situation, as shown by latest telegrams received, is one of considerable eotan/jlenent and complication, and though there is, it seem s, no fouuda ion for (be stalemeut that the Govenimeab would cut the Gordian Knot l>y the throwing overboard of Die Counties Bill, they are, nevertheless, willing- to tiioj their sails to the threatening gale by submitting vbe Bill to a select commiti.ee and accepting amendments of derail. Although the division on the Sepa-vtion resolutions has not come off, Ministers are safe upon that issue, and, doubtless a dircet attack upon them by a TOte of want of confidence motion would only end in the deteat of the Opposition, The latter seem to feel this, and rely, it appears, on a motion to he tabled by Sit' George Grey, to be intixwluced when the second reading of the Oountie> Bill is called on, that it shall be read tliat day six months. But this move is evidently met by the determination of the Government to refer the Bill to * committee. Foiled on this point, the Opposition will possibly make a fierce oii8 l au«'hfc on the na<ive or financial policy of the Government. Th« House, however, is weary of debate, and the settlement of the Land Fund aiid Separation resolutions wi'l have loosened the ceroe it which up to now has held together t!ie somewhat ill-fitting fragment! which have iVvrued tho Opposition arch. That body will find the leaven of party disintegration beginning to work as soon as ever tho Separation question is dead and buried. Political alliances, like the prophet's gourd, g.*ow up and ripen in a single night, but, like that scriptural vegetable, as often wither away quite as quickly, and so the Opposition will m this case probably find it. The plan of referring the Counties Bill to ft select com in it tee, if judicuousl\ appointed, is, perhaps the best that could have been adopted. To hay« abandoned it would have given noguatantee to the country that a better one wonld bave been brought forward next Session. "What the Ministry could not effect in the last recess it is scarcely to be ho pod they could elF«ct iv the next. In referring the matter to a select committee, the Rill, in detail, will be calmly and judicially discussed by men of all shades o^ political opinion. A s< *ect commit te* 1 is therefore perhaps tlie best pneuibli » ruoi'ole in which ibe dross a id imparities of tho Coaui.es Bill can be purged from it. T<> Imt<' abandoiiftd if, moreover, would lu«e l«ft the Colony to an administrative iotenegaum which could hardly have been filleu up by the Central Govei-nmert and the piedent Highway DUtvicU and Corporations with I

aatisfaqfcion to the public, for be it remembered that with the last day of the Sesbiou Provincialism perishes.

It is a eomewhsit noticeable fact that the advertisement calling for tenders for the construction of the permanent way for the Auckland and Puniu Railway ia not for that portion of the line from Mercer to Hamilton, but from Mercer to Nganriwahia only, as though it were intended merely to complete and ivnder tit for traffic so much of the Hue at present. This, whatever may be the jeason, is not because so much of the line only is fit to receive the permanent way, for the hue is completed to this state all the way from Mercer to Hamilton. How it is the works upon the Auckland and \Vaikat6 ltailvtaty have been allowed to drag thteir slow length along over so lengthened a periud as they have done, we are at a loss to understand. The time is now past by some months when the Minister for Public Works declared in a previous session that the line would be opened. We now learn, in the Statement delivered the other day, that the line will nut be opened for another twelvemonths. We ask how is this — and certainly the public vvill not rest satisfied without some further explanation than that afforded by the Hon Mr Richardson iti his Statement, that the winter had been an exceptionally wet on«. The winter he referred to we must presume to be that of 1575, for that now passing away bus been an exceptionally tine one. But, we would make bold to ask the Minister of Works, was not the winter of 1875 as severe iv one part of the Colony as the othev, or is the tract of country, some 30 or 35 miles in extent, lying between Mercer and Ngaiuawahia, from some peculiarity affecting if, the arctic legion of New Zealaud. There hag been no Mich stoppage of works from this cause in other parts of the Colony. With the exception of the short Kaipura and Kiverhead line, and th« extension fvotn Penrose 'm Onehunga, the Auckland and Puniu railway from Auckland to Mercer is the only railway iv the Province of Auckland opened under the present Public Works policy. Altogether this Province, which produces nearly oue fifth of the entire Customs Revenue of Colony, or, as ia 1876, £240,003 outof £1,325,312, has only some 70 miles of railway opened for traffic, while the remainder of the Colony can show a very different sjare of awention from the Government, having some 479 miles of line open for traffic, a proportion altogether at variance with equicy aud fair dealing. And tli is stme of things, we ara told, is to last another year. But why sa Surely, if, as we uuderstaud, the line is fu readiness for the laying of the permanent way as far South as Hamilton, and very nearly so to Oiiaupo itself, why, iv the name of common sense and couimon right, should uo long a delay occur iv completing it aud why should it stop short at Ngarnawahia ? A viaduct, a large aud expensive work, tumbles down on the Brunuer line, aud are the peopJo of that locality told they must wait a twelvemonth for the line to be opened ? Not a bit of it. Tho representative of that district is at once told l!mt the work shall be reconstructed without delay. And why should the samo promptitude of action not be applied in the case of the WaikatO llailway? Is ie not a woik as urgently required as any in the Colony 1 Does it not. open, up us fine and thickly settled an agricultural district as cau be j found in tidier island, North or So iv I], to say nothiug of t!ie Maori produce and traffic it would draw to it? Mr Richaidson, in his Statement, complains that the Aucklaad and Meicer truffic has not been so large as w««s expected, and indicates that it is no use to lower the rates, aud thus attempt to increase the traffic, that is, " if the lino is to be worked so as to leave a margin above working expen&es." We leave the question out of consideration altogether whether lowering the rates would increase the traffic without causiug the railway to bo woi'Led at a loss, but we do not hesitate to say that tae true cause of the traffic not coming up to expectations is because the line stops abort of the main, country it is intended to tap. Had it been opened to Ohaupo, or, even to Hamilton when the Minister for Public Works promised that it should bo a year ago, he would havehad a different Ule to tell the House this Session.
