Gi.ntlkmcn : — I am a centralist, pure and simple. 1 cannot, and will not consent to the plan proposed of establishing a petty centralism of which Auckland city will be tho raain&pnng , to tho injury of the out districts. I believe in ono strong Central Colonial Government with ample funds and power supplied to tho local bodies in the country settlements. 1 am un advocate of a liberal .system of Education paid for out of the Consolidated .Revenue. At tho Same time I would afford every facility for tho imparting of religion to tho children, by their respective clergy, at suitable season 1 !. I would have no poll-tax or any .speciey of direct taxation for this purposo. I bohevo in the pacific method of tho treatment ot the natives, which haß been pursued with such bucceaa for the past few years, and which -is .so necessary for tho wellaioHud advancement of tho District of Waikato. I shall to the utmost of my ability support the formation of a good road from the Waipa to Raglan, conjoining with Alexandra on tho one aide and Ngarua>TuLm on thn other, i consider u great injustice has been dono to the former settlement by tho neglect so long shown to this most necessary work. I am in favour of every facility being given to bona fide settlers to take up any land that may bo hereafter opened up and acquired on the other side of the confiscated boundary. And I think that the Government should bo urged to make provision that blocks of from 100 to 1,000 acres shall be available for sottloment to thoso who other wiso might bo unable to compete with large purchasers. 1 shall on every occasion insist upon a fair proportion of tho revenue raised by the Colony being spent within tho North Island, and shall advocate a fair adjustment of tho land fuud compact of 18. 50. In conclusion, gentloinou, I ahall go to the House, if returned by you, tho nominee or pledged supportor of no party or clique. So long as ono set of men in power pursue tho same course- which I have hero marked oat, and carry out their policy with ability and integrity, so long shall they have my cordial support, but if I am led to boliovo that they are sacrificing the interests of your district and of tho Colony at large, through motives of expediency or self-interest, they shall meet with my unwavering hostility. Uelievo me, gentlemen, it shall always bo my study to advance your true interests, and endeavour to bring to bear in thatbohalfsucli influonco and industry as I may bo possessed of, and I believe, if returned, 1 shall meet you after each session with tho fullest consciousness that if I have not been able to carry out all I have promised, I have at least endeavoured to do so with such enrnest perseverance, as to merit your approbation and thanks.
