This includes 11,000 advanced by the Colonial Government unclor the " Provincial Public Works Advances Act. 1874" Capitation and special allowance, 60,7552 j total revenue, 94,3552. Revenue under proposed system :— total Provincial revenue as eilimatad, (less taken over by the colony 4 7001) 25 9001-, from fonfi^atecl Linos, 45. 000/ j from Cons, l.dated Kevenue for department*, for municipalitits, 9,475? f for Eoad Boards, 13,6732; for outlying districts, 15,000/, t0ta185,4952 ; from Treasury Bill?, 36,2002, total revenue, 195,5952. Thus under the new system Auckland wilJ benefit to tbo extent of 101,2102. We now come to the expenditure. Under the present aysletn the cO3t of Provincial Departments as estimated by the province is 50,6172, but under the new regime it will be reduced lo 47,347/. The educational estab'ishments under tbe existing Provincial system will be practically 1 ankrupt at the do-e of the year. Under the new «iyst«m, 12,0002 will bo voted for the remaining part of the year. Lands and survey under the present plan cost 5,1362, but as the" new regime will be accompauied with the development of large areag of Waste Lands, the cost will be increased to 10,2002. Interest, on Provincial Loans will be as hi herto, 40,9192, and railways also the name, 19,0072. The deficit under the existing Provincial system amounts to 21,3842, but under the new system there will be a surplus ot 66, 0622, which i; is proposed to appropriate a3 follows :— GraDts to municipalities, 9,4752; license fees given up to munii-ipahties, 2,0j02; Grants to Road Boardu, (one mo:ety from Land Fund,) 27,3462; Oold-fields Revenue, applicable to Public Works thereon, 12,00J2; Works in country districts &c, 15,0002. The exict terms of the compromise as stated by Sir Donald McLean in the House are as follows :— " It had been agreed that the Abolition Bill should pass the House that session, and that the Bill should be considered entirely upon its merits, and Without offering any opposition to its main principles. It was agreed that the B-ll should come into operation one day aftei 1 the close of the first session of the new Parliament, That was the coucession made by the new Government, and ho believed lion, members acting with the Government would find that the principle of the Bnl would be fully affirmed, and the Bill duly placed upon the Statute Book. Government had ioaist-d upon that, and it had been comp ied with. Upon the question of when the Bill should bo brought in^o operation, they had met the views of tho Opposition so far an t<« allow the Bill not to become law before the day named " Kefening to the position of matter, tLe Wellington correcponoe t of the " Cross" says : " No doubt Sir G-eorge Grey and some others of his party, in agreeing to the present arrangement, cherish a hope that the new Parliament will -altogether repeal the Act before it comes into operation, and will provide for the main tenanue of Provincialism.
