This afternoon Yon dcr Heyde presented a petition from the City Council, pravinj* that the House do not assent to Bill f',r the election of the Mayor by the rat f -payers. In reply to Mr Pyke, Major Atkinson said that in making appointments of surveyors the general claims of all persons duly qualified for office would be enfeitained. No steps would bo taken in the matter yet. Mr Ballance introduced the Municipal Corporations Loan Bill which was lead a first time. Mr Johnson has just opened the Abolition debute which slowly drags along.
