Butt's motion for the construction of an Irish Parliament was rejected by «">8 to 61 (() Count de ChamlViurd lias issued a manifesto, in which he urges that Frjince needs a King of Royal Birth ; he says, make me your King, as I wish to make a supreme effort to overthrow the barrier of prejudice which separates us. He repudiates absolutism, and .declares tljat legitimate monarchy should be limited to monarchy, with two chambers to examine all questions- submitted to them. He regrets the existence of the modern Parliamentaiy system of Government^ but desires, strong alliance. The manifesto omits all reference to flag. The journals which first published the manifesto have been suspended for a fortnight. The Legitimists introduced a motion into the, Assembly in connection with the manifesto. It wag by a large majority. Earl Derby has stated that England acquiesces in the proposal , .jfco- hold a conference at Brussels constitutionally ,»Qp, the exclusion of discussion upon international l»j\o governing the relations of belligerent .powers', especially in maratime warfare. He declines to enter into any new engagements contrary to those ,in,,v,Qgue, The British delegate will not be sent as a plenipotentiary, but merely to watch proceedings. A deputation,, introduced by Earl Belmore, waited upon EarLCarnarvooi yestei'day, urging the Government to ftntfex Fiji.
