London, Februnrv 23— A London Netes correspondent, writing from India, describes tlio famine as follows:—' " Scarcity spreads over a wide tract along the foot of tho Himalayas, bounding Nepaul, stretching from Oude to near Darjeehng, remoto districts, removed from railroads and other means of communication, and difficult of approach. Lord Northbrook informs mo that the most serious distress is threatened in fifteen districts, in addition to Terms, comprising a total population of 26,000,000. This is not all Twelve other districts, w ith 11,000,000 people, are threatened] and are described as almost entirely without food and water! Tho coolies and laborers {eel the pinch niott owing to the total mspension of uork in the rice fields." The correspondent concludes: "From what I have been— first, neither the Government nor tho people can tell the precise actual position, nor prognosticate tho future. Secondly the Government » most fully alive to iti responsibility, and maflsuroi hare been taken to fully cjpe with the difficulties lliirrt, the abspneo of rulroads m the remote districts is mostly to be dreaded, as the Government is thus without means for the avoidance of graro obstacle."
