The Provincial Government vo'dl £100 por annum as a salary to tbe agent, and allotted him to levy a fee of 2s Gd from both the employer And sernttit for each engagement m.-tde, immigrants on tlu-ir arrival being of coarne exempted. There wore nine Pub-offices established hi tke principal townships of the province having telegraph station*, the clerks, or" rather the postmasicrs at these stations being supplied with the 1 necessary forms and hooks for recording applicat'ons and engagement- ; and if no seiYMit* of the cesses vecfufied could' be obtained, suuh applications wf-re telegraphed to the principal office in Dunedin. This 1 part of the arrangement did nut work so well, partly, perhaps; on accvnnr of its interfering With the Other duties of the postmasters, partly frond! a itfantof inferest in the scheme, but prineip»ll | y bocause employers of labour preferred toeorarauuicate directly with the head office, where they imagined they would be mare suitably supplied wifh the kind of servants or tradesmen they required. The following part of the arrangements v. ith I he telegraph office^ however, proved very useful. Hefbre or oil the nnivalnf mi immigrant ship, is the case might be, if the list of the expected immigrants arrived by a previous mail, I classified the trades and occupations of tht> immigrants, with the number of each, and transmitted the result by telegraph, which the General Government Allowed free of charge to the several .-üb-station*. This li,t was written on a form supplied tor the purpose, and pasted on a board outside the stations. The employers of labour in the districts are thus informed of the available labour in the market, and communications by telegram are sent to the head office to engage the men and women they require. Thus any unnecessary delay in snpplying (he demand is prevented. A monthly repoit of the transactions of the Exchange, Coiit&;n : ng the number of applications by employers and servants, and the number engaged, with tbe rates of wages quoted, is compil d and published in two of the city newspapers. This report, which is generally ropied in the country papers, kteps boih employers and servants posted up iii the rates of wages em-rent for each month. It may be rermrKed that the non-payment of tbe fee, perhaps from want of ability, or any other e».u>e, never influenced mo in withholding a situation from any one who made application, iho great object being the prompt employment of rnfn willing to work ns the demand Hro»e. 1 am. honevfr, of opinion, that ail those who have been earning good wage*, perhaps for" years, on applying at the Labour tixehauge, for a aifuaiion should be charged a fte, and that on the principle that men in general appieciute lar more what they pay for than what can beseemed for nothing. The fee charged is so hmall that the pajment of it cannot press heavily on any one. Besides, »s such an institution, to he successful, would require the services of an agent who would devote his whole time to ltsduties, and as there are expenses necessarily iucurr-dfor boo 1 s, printing, nnd stationery, the fees levied would assist in paving his salary, and provding for such enntingeheies Since I assumed the duties of Imnii^ranon Officer under the General Government. I have still ernleavonred to conduct the Labour Exchange hete hr formerly ; but us the duties of this office have now become so onerous, it is evident that it cannot be carrud on in such a slate of efficiency as I would desire unle&s a>Nsistanee be provided by the Governniei t.' 1 The establishment of such an institution as the alo>e could not fail to be productive of much good in this \ r.ivinc-e, ar.d Mr A.lhmV experience would be a guide to the authorities. We shall refer at gi eater length to this question in a future issue.
