To the Electors of the \ Waipa -District.

fi ENTLEMEN,— As I observe by the newspaper that you hate done me the honor to nominate me as one of the candidates for your Distr.ct in the Provincial Council, I beg to state that should I be returned I will use try best efforts for the good of tJie Province generally, and particularly for the District with which I have been so iong and so closely identified With regard to my views on the most important questions that are likely to come before the Provincial Council during it* next session, I am of opinion that the State has no right to contribute, or boa party to any system of education that will interfere in anj waj with the religious feelings of any portion of the community. It is clearly the duty of every Government to provide education for the children, and for this purpose all should contribute in proportion to their means. The Waste Lands of the Province, it is absolutely necessary for the future welfare of the Cslony, should only be allowed to past out of tho hands of the Government on & guarantee of occupation and improvement. In the event of my return, I will do my best to arrange some meant of making the property of every absentee landholder liable for all local rates that may be levied during the time that hit residence may be unknown, or out of tho colony. I will 6*o mj best from mj teat in tho Council to impress upon the General Government the absolute necessity of taking over the keeping in order of the main coach roads, also the road between Ngaruawahia, Alexandra, and Raglan. There are so few residents in the districts through which these roads pass, that it is impossible by local taxation to raise the funds necessary for these purposes. The electors may be sure of this, that in their most san. guine moments, there is not a settler in the district who wishes or prophecies greater prosperity for the district than I. In conclusion, if you return me as your representative, J, sincerely promise to exercise my best abilities to advance your interests. — Your interests are mine. I am, Gentlemen, Your obdt. Servant, THOS. H. MABIN. Auckland, 18th November, 1873.
