CHINESE CRISIS.
. — <♦> STRIKE AGITATORS BEHEADED. ■ By Telegraph—Press Assn.—Copyright. (Received this clay,. 1.20 p.m.) SHANGHAI, Feb'. 20. While strike agitators in the settlement of the French Concession are given practically a free hand, this is not the case in.the Chinese city, where Sun-chuan-fang, Commissioner of Defence, and General Lipao-chang have issued a proclamation that any person found inciting ,the people to strike or interfering with the workers, will be summarily executed. Three persons have already been decapitated in the Chinese city,' on a charge of beingagitators, but those executed arc reported to number at least 20. The three mentioned were beheaded -in the street, and-their heads were hung ' on posts, as a warning. SUN TROOPS IN RETREAT. Sun Chuan-fang troops arc reported to have retreated to Kashingp about 50 miles south-west of Shanghai, between Hashing and Sung-kiang. Sun is stated to . have 40,000 men.
