DISARMAMENT CONFERENCE
THE FRENCH REPLY. PARIS, Feb. 13. Following a Cabinet discussion, M. Briand is drafting a reply to Presidenf Coolidge’s invitation. It will amount to a courteous refusal, on the grounds that the whole subject of disarmament is npw being considered by the League Commission, on which -the small as well as the groat Powers arc represented. which w’as not the case when the Washington Conference met.
