A higher court-martial at St. Petersburg confirmed the sentence of death by strangulation passed by a court-martial at Nikolaievsk, Manchuria, upon eight Japanese for wounding Russian soldiers they were conveying to prison. The Japanese Government have decided to curtail expenditure by £20,000,000 by taking 30 per cent off the Army and 10 per cent off the Navy estimates.
