BRITISH ELECTIONS. Several returns are in, Liberals being mainly victorious. Mr I-lorridge defeated the Hon. J. A. Balfour. Large crowds shouted and cheered in Ueet-street and King’s Way on Saturday evening as the results came to hand and were announced by flashlight and meqhanical devices. Mr Balfour’s defeat and Mr Churchill’s victory were occasions for tumultuous demonstrations. The Observer says that Saturday’s polling signalises a Unionist debacle, and it is evident the country is for Freetrade and against Mr Chamberlain. The Labourites and Socialists polled heavily even when not returned. RUSSIAN AFFAIRS. The French bankers’ loan of £10,666,000 to Russia has alarmed reformers, tyho forsee the continuance of the reactionary policy as long as the war chest is able to be replenished. The Vice-Governor of Irkutsk was wounded during the revolutionary outbreak, and the Chief of Police killed. M. Kalmanovitch, a lawyer, was arrested while conducting the defence of the assassins of M. Bogdanovitch. The prisoners were then taken outside the Court and shot under M. Kalmanovitch’s prison windows.
