In tho Senato Mr. Smith pointed out that under tho 1886 agreement betwoon Britain and Gormany the lattor has no right to impose restrictions on vessels visiting tho Marsballs, and asking that tho Government should tab steps to havo the status quo restorod while tho matter was boing diplomatically settled.
