Before tho actual starling of the war in tho Fur East the bogey waa raised that a victory for Russia would mean that British possessions in the Pacific would bo menaced, and that after the conquest the time would not be far distant when Britain would be called upon to light in defence of them. But up to the present Russia has not been victorious, The victory is going with Japan, and the predictions of the pessimists have been upset, But the world is now confronted wilh pessimists of another classThey also have a bogey. Thoy tell ns that if tho Russians are conquered the Japanese, tilled with the "lory of victory, will coalesce with China and threaten any country that refuses Jappo-Chineso demands, and that the "Yellow Peril" will be a danger greater than has yet been dreamed of. It is worth while to liavo on this subject the yiews of a Chinaman who has considerable knowlodgo of tho feelings of his country, on this question, and we quoto the remarks of Mr Chang Yow 'long, who is devoting himself io the task of making China underHlim I by the Western World, and who writes on the matter in tho Review of Reviews. He declares that (lie "Yellow Peril" is an absurdity, Not only does lie contend that Europe will never be invaded by tho Ohineso, but he declares that, in the relations between China and the European nations, it is China that is in danger. He points out that as a result of the demands made upon China by European nations some years ago, tho Chinese thought that the partition of China waa about-to take phico, and the Boxers, to counteract such a scheme, resolved to drive all foreigners out of China. The Chinese were thereupon attacked by thern for defending thoir own country, which Russia, Ger. many,'and Franco w»re eager to

seize. "What danger," asks the writer, " can there be from a uation whose policy is peace at any price, and who went to war only when forced to do so?" The "Yellow Peril," ho says, will never come, unless Europeans roturn to a condition of savagery far below that of two thousand years ago. Tt will be possible only when Asiatics are superior to Earopeans in culture, science, and art and general civilisation. Germany, Bays the writer, is doing evcrjlhing in her power to make Europe and America believe in a "Yellow Peril" to further her own ends, She would like to see Russia defeat Japan, bee use such a victory would be followed by the partition of China, and she would get a share. France is crying " Yellow Peril"because Russia's defeat would delay the partition of China. Further, if Russia fails to expand in the East, she must expand i'i Europe, and in that case she will crowd Germany, and Germany may crowd France. Mr Tong goes on to say that England and America do not believe in the" Yellow Peril " because they "have so shaped their courses in their Asiatic possessions that the natives cannot and will not be driven to think of revolt, much less invasion." He contrasts the troubles in German Africa, the outcome of cruelty," with the flourishing condition of tlio Sandwich Islands, 11 the fruit of impartiality."
