The largo and continuous deerease in tho amount returned by the Commonwealth is a subject of much concom. It is proposed to re-onact the income tax, with exemption up to £IOO, making a fixed inmost of £1 on salaries between £IOO and £llO, and ~ fjiadualed increase, beyond £SOO.
