WANGANUI BOROUGH COUNCIL.

The regular fortnightly meeting of the Wanganui Borough Council was held on Tuesday. Present—Crs. E. N. Liffiton (Deputy Mayor, in the chair), J. Calver, J.' r T. Muir, J. F. Holloway, M. Spurdle, G. Spriggens, A. Eobinson. The DeputyMayor having to leave at 8 o'clock to preside at a political meeting, Cr. Spriggens took the chair aiier the committee reports had been dealt with. Leave of absence was granted the Mayor, who was indisposed. ■BALANCES.—The following balances were reported;— District fund, dr., ,£3271 18a 7d,; temporary loans, dr., £21,515 Os 6d; £12,000 gas loan, cr., £2 10s lid; £11,500 special loan, cr., £8 15s 7d; £29,000 general loan, cr;, £639 19s 8d; triunway loan, cr., £2414 19s 8d; Durietwwn loan, dr., £743 6s 2d; Durietown tetaporary loans, df., £1625; Aramobo loin, cr., £2446 8s 2d; St. John’s loan, cr., £467 2s sd.

% Committee Reports. ?TRAMWAYS.—Following was the report of the Tramway Committee, dated' 30th Qctober: —Your Committee heg to retort having considered tenders for boosters in accordance with the Engineer’s and we have accepted that of Messrs F. ’S. Greenshields and Co., as Under.: —One negative booster, 200 amps, 125 volts, with motor and generator panels, erected and wired up complete in powerhouse, Wanganui, £332; motor and generator spares for same, £63. The Committee therefore ask the Council to confirm its action.—Adopted. AYORKS.—Following was the report of the. Works Committee, dated 2nd November;— Your Committee heg to submit the following recommendations: —Re footpath Campbell Street: That the Engineer take the necessary steps to fill in the footpath iff front of section 415 to the proper boundary line. Re stand for taxi-cabs: "That a stand for taxi-cabs be provided in Ridgway Street (on the Post Office side), facing Victoria Avenue, and extending to the right-of-way between the Post Office apd the premises formerly occupied by the Bank of Australasia. Street Lamps: That street lamps be placed, one at the Eaikopu railway crossing and one at the railway bridge crossing, the latter in such a position so as to light the footway of the bridge. Telephones; That a telephone be -provided at Mr A., Gilmonr s. House at Aramobo whilst he is engaged on drainage operations, and that the charge for same be debited to the particular works upon' which ho is working. Quick Avenue: That ■ this road be metalled a distance of two chains from the River Bank, towards the cost of which a donation of £2 has been offered. Clerk of works for new bridge : The Committee has perused the 20 applications received for this position, and has selected the following for the Council to make the appointment from;—Nos. 5, 11, 16, 19, and 20 on the schedule.—Adopted. GAS.—Following was the report of the Gas Committee, dated 3rd November: — Re price of gas to Gonville; Your Committee recommend that if the Gonville Board is prepared to enter into Bn agreement to take the borough gas supply for s period of 21 years, as in the case of the supply to Wanganui East, the Council will charge Is per 1000 ft in excess of the rate-made from time to time within the borough, and if the Board accept this offer, the Council will extend the same reduction to the borough of Wanganui East. Gas mains: ? That the manager be authorised to prices for the supply of 6000 ft or 4in and 2000 ft of Sin Mamsman's steel pipes. Lamps to Wanganui EaSt, Borough: That the manager be authorised to supply the necessary information as to the cost of street lighting for this borough. Manager’s report for September has been received. Gas to. .Hylton; Street; The manager has been directed to report on the matter of extending the gas supply to this street. Orders Jor goods: The orders for goods for the month have been passed, and authority given for the purchase of glassware amounting to £29.—The report was adopted, except for that clause referring to Manismah’s pipes, which was held over till next meeting. , WORKS.— Following was the report ot the Works Committee, dated 3rd November: Your Committee has considered the Borough Engineer’s report of ®rd inst., and we recommend that the Tramway Committee confer with the Works Committee on the matters therein relating fo the tramway extensions.—Adopted. General Business. HIPANGO PARK.—The Borough Solid (iop, notified that the Native Appellate Court had issued an order Europeanising Hipango Park. The .final approval of the ■Jian was expected, and the solicitor was mbW preparing a deed of gift which it Was hoped would be signed shortly.—Received- • • ’ ' TRAMWAYS.—An account from Messrs Chapman, Skerrett, Wylie, and Tripp, of Wellington, £BO 6s; legal costs in .connection with tramway-loan, was referred to the Committee. ’ TAYLORVILLE BANK—Re tho proposed’Commission on the matter of the Taylorville bank protection; the Borough solicitor wrote suggesting that an endeavour be made to arrive at- an agreement between the Wanganui County Council and the Wanganui and Wanganui East Borough Councils in preference to setting up a Commission. He also forwarded suggestions re the plans of the proposed work.— Referred to the Works Committee. TENT—Mr H. Morton, on behalf of the Gospel Hall congregation, applied for permission to erect a tent at the corner of Maria Place and St. Hill Street, for religious meetings—Granted. Permission was granted to the No-License League to erect a tent on Queen’s Park in front of the Drill Hall on polling day, also to hold a meeting on the park on Sunday, December 3rd.

• PARLIAMENTARYMr J.T. Hogan, M.P., advised having attended to certain matters brought under his notice by the Council. He opposed the Tramway Amendment. Bill so far as the aisle cars already in use were\ concerned; the Bridge Vesting Bill had been passed, the toll clauses being struck out, and other minor alterations made. The Hon. J..'8.. Callan had taken charge of. the, latter Bill in the Upper House.—A vote ;of thanks was passed to the Hon. Callan fpr his services. OPERA HOUSE.—(Mr J. T. Hogan, in connection with - his Application for usd of the Opera House on November 7th and December 6th,' wrote referring-' to the Council s cecision not to let the building t6 any one candidate on the latter date'! He drew attention to a clause in the Electoral Act proyidihcr for the candidate first applying to Have the use of such a building, and contended that he was therefore entitled to it.-Mr W. A. Veitch also applied for use of the Opera House on 6th and 13th December, 1 and enclosed deposit He stated that, if granted, he would invite the other candidates to share the hall With him on those dates.—Mr G. Hutchison made an application in similar terms to-Mr Veitch.—Referred to the Opera House Committee.—An application for a sacred concert in aid of the Havdn Beck fund on Sunday, November 12th, was also referred to the Committee, ii —A lengthy oninion from the Eoro.ugh solicitor regarding Messrs MitciieU and.Co. a position in, regard to the. payment of abattoir feei was referred to the Finance Committee.., ~

~ ' BAULANCE STRE£-'—A deputation of Ballance Street residents waited on-the Council in support of a letter drawing attention to the state of that street,-and the delay in completing tho work of putting it in order, the state of the thoroughfare being described as disgraceful, particularly in regard to 'the accumulation of storm water which was a menace to health— The deputation described.,the state of affairs, pointing out that the work had been promised months ago, and the water difficulty had become a serious nuisance, finding its way under houses, and .causing dampness.—Crs. Calver and Eobinson supported the deputations ease.—The matter was referred to the Works Committee. DRAINAGE—Mr T. H. Battle waited on the Council re the drainage of Mr C. Heinold’s premises on the old Technical School site, and took exception to certain requirements of the Borough Engineer in connection with the same.—The matter was. referred to the Sanitation Committee, to confep with Mr Battle:., and, the Engineer; and with power to act. PARKES ESTATE—A letter was received from-Mr P. B. Parkes, re opening up roads on the Parkes estate, pointing, out the delay in considering previous applications, and taking exception to certain of the Councils requirements.—Referred to the Works Committee. WORKERS’ HOMES.—Replying to the Council, the Minister of Finance- wrote that the Advances Department could not lend moneys which were to be guaranteed by the Council for the purpose of advancing for building workers’ homes; The matter could be brought up for consideration by Parliament next' session.—Received. BOUNDARIES.—A lengthy complaint from Mr J. Hadfield re encroachment of Virginia Reserve on his boundary was referred to the Reserves and Works Committees. GAS.—An application from Mr E. MSilk and others for gas extension to the Awarere estate was referred to the Gas Committee. WATER.—An application for a 3-inch water service to the Post Office and other public buildings for fire purposes was referred to the Water Committee. UPPER ARAMOHO.—A deputation of residents from the Stewart block, Upper Aramobo, waited on the Council, and asked for water connections, complaining that; though the main ran past their properties, they could yot get water,; though paying rates.—The 'Engineer stated that the reticulation would have been' finished but’ that certain fittings required had not yet come to hand. They were expected, probably this week, when the work- would be at once recommenced.—The deputation also asked for gas supply, and the chairman advised them to get a requisition signed by all those residents willing to take gas, and present same to the Council. This the deputation undertook to do. DISPUTED ACCOUNTS.—Letters taking exception to small accounts for repair work were received from Mr T. Vance and Mr D. McFarlane, and were referred to the Finance Committee. SUB-DIVISION.—Messrs Ongley and Kelly forwarded iilan of sub-division of Mr T. K. Lynch’s property.—Referred to the Works Committee. COLLEGE ESTATE.— I The College Trustees wrote that there were certain questions affecting street extensions and drainage on which they had been unable. to agree with the Engineer, and asked for a conference with the' Works Committee. - Agreed to
