It is understood that the conference of delegates of the Seamen’s Union and the Shipowners’ Federation reached a deadlock. ,■ 'the Union delegates withdrew. About 7000 men are affected. A ballot amongst the members of the Union on the question of cancelling registration under the Arbitration Act closes to-day. .
