MANHOOD SUFFRAGE. ' ' LONDON, November 8. Replying to a manhood suffrage deputation, the Hon. H. H. Asquith said a man’s right to vote ought to depend on citizenship. The sole-rational course was to abolish tho present qualifications and give every bona fide inhabitant, tho franchise automatically. .; A simple Bill would be introduced in 1912 with that object. The Bill would not include women, biit it would be’open to the House of Commons to include them if it pleased. General astonishment is expressed in the lobbies.; It is understood the .Government contemplate six months’ residential qualifications. Mr. Philip Snowden declares that Mr. Asquith’s action is a clever move. ‘
