' Germany is pledged not to interfere in the Franco-Spanish negotiations, and France promises not to oppose Germany’s ultimate acquisition of Spanish Guinea and the Corisco Clobey Islands. Moreover, France’s specific rights in the Congo - State are waived in favour of any ultimate settlement by all the Powers interested. Criticisms mostly follow on party lines.
