Press Association.—Telegraph.—Copyright. LONDON, November 4. The House of Commons has begun the report stage of the Naval Prize Bill. The Opposition fruitlessly moved an amendment to secure a smaller tribunal, with a view to eliminating some of the minor countries. Sir Edward Grey said the Court must he drawn from a wide area if it was intended to command consent. Mr G. B. Falle (Unionist) declared that the - convention would be ignored by the oversea Dominions. Mr Simon accepted the proposal to omit a sub-section to clause 23, lest it should exclude the oversea Dominions’ jurists.
