Borden, Premier, in the course of a speech at Halifax, announced a scheme for the encouragement of agriculture, the development of highways, and the regulation of tariff on purely business principles through a permanent Tariff Commission. So far as reciprocity was concerned, he believed that true reciprocity would bo found within the borders of the British Empire.
