PREMIER’S POLICY SPEECH. Preaa Association.—Telegraph.—Copyright, ■ , MELBOURNE, November 1. The Hon. John, Murray has delivered a policy speech. He intimates that he will reform the Legislative Council, providing for its election on the ratepayers' roll. If a measure passed the Assembly in two Parliaments and is then rejected by the Council, both Houses are to go before the electors. In order to secure the development of closer settlement he intended to simplify the process, of compulsory land acquisition. Other matters to receive attention will •be decentralisation, the control of trusts, and. the encouragement of the beet sugar industry.
