NEW TENDERS FOR WARSHIPS. Press Association.—Telegraph.—Copyright. Received October 31. 11.40 a.m. OTTAWA, October 30. The Borden Cabinet is considering tho referendum on the navy question, and it is believed in Quebec that it will accede to this method of solving the question. The Government proposes to ask for now tenders for the warships, as tho original Bill asked for tenders for vessels of the Bristol class, but those are now becoming obsolete.
