The Debats’ reply to the Cologne Gazette says the Panther incident was ’an unfriendly demonstration at a moment when France was making advances to Germany, hut these efforts at conciliation were premature, inasmuch as friendly proposals were mistaken for weakness. The Cologne Gazette admitted that the despatch of the cruiser Panther to Agadir was intended to accelerate the FrancoGerman negotiations.
