[Per Anglo-Australian Telegraph Agency.] AUCKLAND. October 30. Sir George Grey proposes that the Houses of Assembly should be abolished, and a new Elective Council created of twenty or thirty members, whose duties would be confined to general work, leaving the international affairs of the Colony to be administered by Provincial Governments, with larger powers than they at present possess. There should also be a Federal Council to elect a President who should be the head of the Colony for the time being. It is expected that fuller details of Sir George's proposal will be published shortly. The has arrived from Sydney. She left that port on the 2ith instant, and brings Mr Thomas Russell and 27 other passengers for Auckland. Mr Russell has arranged on behalf of New Zealand with the New South Wales Government to re-establish the Californian Mail Service, the boats to call at Auckland each voyage up and down. The Macgregnr to be the boat this month, the Mikado for November and the Cyphrenes for December. The two Governments are prosecuting sureties in order to recover penalties incurred under their bond for each contract. The Agent-General replied that the offer to South Australia had been made by oversight at the Colonial Office, and he hoped to obtain a better vessel for New Zealand. Commercial.
