BOROUGH COUNCIL.

The usual fortnightly meeting of the Council was held on Wednesday evening. Present—The Mayor, anil Crs. Munson, Shea ban, Blacklock, Whyte, Sfcitfc, Organ, and Thorpe. COUEESPONDKNCE. From Eugene Joseph O'Conor. on behalf of property holders near Henley street, requesting assistance in making drain and track, to supplement subscription of residents. Or. Organ proposed, " That the Council should defray one-half of the expenses to the extent of £l6, the work to be subject to approval of and under control of Council." Motion lapsed, not being seconded ; and on the motion of Cr. Sheahan, secouded by Cr. Organ, consideration of the letter was deferred until next meeting of Council. EEPORT OF PUBWC WOUKS COMMITTEE. John Tteid's application for section was recommended, and the Town Clerk was instructed to allot him a section between Adderlcy and L'almerston streets. The roeommmendatiou of Messrs M'Loou's and Josophson's applications was also adopted. It was proposed by Ci: Whyte, seconded by Cr. Stitfc, and carried, "That the Mayor be authorised to obtain ten acres of land at or hear Wergeant's Hill, as a gravel pit for the Borough."

MEMORIAL. ' Tho memorial of Messrs Moodio, i and others, re Mill and Eonblanquo streets, was considered, and it was decided that tho memorialists bo informed that tho Council will subscribe £2O towards tho clearing of tho above streets, provided the section holders subscribo an equal amount, and deposit tho same with tho clerk to the Council. It was also decided that any clearing to be done in such streets should be under the control of tho Council. ACCOUNT. Greorgo Smithsou, £l, for clearing drains in Lyttelton and Pakington streets. Passed for payment. FINANCE. The report of tho Committee was submitted. Or. Sheahan proposed, and Or. Blaeklock seconded, that it should bo adopted. Carried. PUBLICANS LICENSES. Proposed by Or. Sheahan " That application bo made to the Provincial Government for the one-half of tho publicans aud other license fees collected within the Municipal boundaries." Seconded by Or, Whyte and carried. DISTRICT ROAD BOARD. Proposed by the Mayor " That a memorial bo prepared aud forwarded to Mr Fisher for presentation to tho Provincial Council, praying that all lands and property comprised within the Municipal boundary be exempted from the operations of tho District Road Board." Seconded by Cr. Thorpe aud carried. WHARFAGE RATES. Proposed by Cr. Sheahan that " The Council protest against the recent action of the Provincial Government in having granted protection for a wharf s r te, along a portion of the river bank—-the same being within the boundaries of the Borough—to Mr Daniel M'Leod. And the Council regards it as an infringement of the Municipal Corporations Act, and that such protection is ultra vires.' I '' Seconded by Cr. Blacklock. Cr.Organ proposed "That a memorial be prepared, and forwarded to the Governor in Council, bringing the whole subject re protection aud rents on Colliery Reserve, under notice, and urging that immediate steps be taken to place the tenure of the Reserve on a proper footing." Cr. Munson proposed " That the subject should be postponed until the next ordinary sitting of the Council. Seconded by Cr. Thorpe and carried unanimously. I'UISON LABOR. Proposed by Cr. Thorpe seconded by Cr. Organ and carried " That SubInspector Kiely be requested to allow the services of the hard labor prisoners for the purpose of clearing that portion of Wakefield street in the vicinity of the gaol and at the end of the present metalled portion of that street." Cai ricd RENTS ON COLLIERY RESERVE. Proposed by the Mayor, seconded by Cr. Thorpe, and carried, "That application be made to the Provincial Government for all moneys collected as ground rents or licenses on the Colliery Reserve, from the Ist day of January, 1871." The next ordinary meeting was fixed for the 6th of May, proximo, at S p.m.
